The 21-year-old, a £1.7m signing from Charlton Athletic three years ago, has been limited to a peripheral role at Anfield, and several clubs expressed an interest in signing him this summer, including the newly-promoted Crystal Palace, West Ham and Norwich.
Shelvey made just 17 Premier League starts at Anfield, and 69 appearances in total, scoring seven goals.
The move comes in a busy week for Swansea, a day after they completed three other deals: signing the midfielder Alejandro Pozuelo from Real Betis, the 17-year-old goalkeeper Gregor Zabret from the Slovenian side NK Domzale, and 19-year-old midfielder Alex Gogic from Olympiakos
